Who Clears the Sidewalk? Snow Rules for Homeowners in Toronto and the GTA
Snow rules are set by each municipality, and they are not the same across the GTA. Here is what homeowners should know before winter.
What the City of Toronto clears
The City of Toronto plows roads and, in most neighbourhoods, sidewalks after a snowfall. The city plow also leaves a windrow, the ridge of heavy, packed snow at the end of your driveway. Clearing the windrow is up to you, and it is often the hardest part of the job.
What is left to you
- Your driveway, walkway, porch and steps.
- The windrow at the end of the driveway.
- In many GTA municipalities, the public sidewalk in front of your home within a set time after the snowfall ends.
- Keeping fire hydrants and catch basins near your home clear helps everyone.
Check your city
Mississauga, Brampton, Vaughan, Markham, Richmond Hill, Oakville and Durham Region each have their own bylaw on sidewalk clearing, deadlines and fines. Search for "sidewalk snow clearing bylaw" on your city's website, or ask us when you call.
Liability
If someone slips on an uncleared or icy walkway on your property, you may be responsible. Regular clearing and salting, plus a crew that logs each visit, is the best protection. For commercial clients we keep time-stamped photos of every visit.
